Purpose and vision for this team
The Commercial, Change and Portfolio Delivery team is a brand-new division sitting at the heart of the Corporation’s transformation journey. The team has an important leadership role to play in facilitating the Corporation’s approach to delivery, change and improvement.
Providing leadership with the assurance that the Corporation’s partnerships projects and contract portfolios deliver strategic outcomes and represent value for money. The main objectives are to:
- Maximise income streams.
- Develop new partnerships and alternative delivery methods that drive commerciality.
- Drive maximum financial and added social value from third party services.
- Provide assurance of the Corporation’s ability to deliver its programme portfolio.
- Collaborate with colleagues to facilitate transformation, business change and continuous improvement.
- Measure and communicate the impact of City of London investment through our contracts and project delivery.
A current team of 55 strong curious, professional change makers. The Commercial, Change and Portfolio Delivery team is responsible for leading several strategic corporate priorities, including:
- Setting up a new corporation-wide transformation framework.
- Implementing a new portfolio management approach to effectively manage the Corporation’s £2.4bn project portfolio.
- Managing £400m annual third party spend in a way that meets the Corporation’s ambitious responsible procurement aims including leading on the reduction of scope 3 carbon emissions.
- Overhauling the Corporation’s contract management framework and approach.
- Delivering a programme of continuous improvement to boost productivity and ensure the efficiency of corporate systems and processes.
- Identifying and delivering new income streams and commercial opportunities.
The new service will be guided by several principles

Harnessing new technologies – we will exploit the benefits of new innovative technologies such as Digital, Robotics/AI and further afield to make our service most accessible.
Getting the basics right - we will become more efficient and provide simple and easy to understand processes for our customers when they need to engage with us.
Learning from and with others - we will explore innovation wherever it may be found and share our experiences with others.
Unlocking the potential of our people - we will co-design solutions with our team members and, provide opportunities for our people through leadership and delivery of our transformation.
